H.E. Marcin Korolec, the Minister of Environment of Poland will assume the Presidency of the UNFCCC process on the first day of COP 19 and will hold it throughout 2014 until the first day of COP 20.
The incoming Polish Presidency is committed to strengthening the multilateral global climate process in accordance with the principles of transparency, inclusiveness and full participation of all Parties, respecting legal procedures and acknowledging variety of interests and opinions represented by the Parties to the Convention.
The government of Poland is committed to organizing a conference that is aiming at:
Effective implementation of the previous COP decisions.
Building up confidence in the process – giving Parties and other stakeholders a sense that negotiations are delivering and moving in the right direction with all on board.
Making progress on the way to the new global agreement in 2015 – working in close cooperation with the upcoming COP Presidencies in a concerted and staged effort to lay foundations, built up momentum and conclude the work on the global agreement in 2015. Global solutions will only be effective if stemming from the process supported and legitimized by all States and only when all Parties, in solidarity, implement actions leading to solving the climate problem.
The incoming Polish Presidency of COP19/CMP9 will spare no effort to facilitate the process and encourage Parties towards reaching a good outcome in a Party driven process, in particular with respect to the following issues:
● Setting the right pace for the negotiations under ADP,
● Further clarifying the roadmap to reaching a global agreement at COP 21,
● Advancing work allowing for fair and global action with respect to closing the emission gap in the years 2015-2020,
● Adopting solutions regarding the pilot phase of new market based mechanism and framework for various approaches,
● Ensuring progress in establishing institutional arrangements for addressing loss and damage,
● Addressing the question of climate financing including financing related issues in the period of 2013-2020 and post 2020,
● Assigning appropriate importance to implementation of the technological and adaptation programs and mechanisms,
● Successfully concluding with decisions on REDD+ (reducing emissions from deforestation and forest degradation), LULUCF (Land Use Land Use Change and Forestry), agriculture, response measures forum, continuation of JI and biennial budget of UNFCCC and the Kyoto Protocol.
